Earn Money and XP by setting jobs.
This building becomes available before level 22 but you are required to complete almost all quests to unlock this character. The character that will initate the quest is the major. However, before that you will need to complete a series of quest from the school teachers and the other children in your game.
After unlocking the Channel 6, you can purchase the apartment for 138,500 cash in your Tapped Out game. Doing so will unlock Brockman into your Tapped Out city along with his quests and interaction with other characters.
Please keep in mind that this building will also allow you to broadcast certain programs like The Weather Report and so forth.
