This item is a decoration that you can build in your Tapped Out city and decorate your city with these beautiful designs.
To unlock this item you need to reach level 35 which can take a while if you do not have enough experience points or have not been too active in the game.
You can only buy this decoration using donuts (50) there is no other way to get this decoration in your game without donuts.

The DMV Limo is just a general decoration item and does not have any special out of the box properties except for the ones found above. If it does not say anything then it generally means that it is just used to decorate your Springfield Tapped out city and will not help you gain items in the game in any way.
