The Elite Whacking License is an item found in The Simpsons: Tapped Out during the Whacking Day event for your Tapped Out city. You need to ensure that you have the update which should unlock other “Whacking Day event items” in the game. This is a premium item which means it will cost donuts, and you must use donuts to purchase this item in the game, there is no other way to get this item other than purchasing it using donuts.
This item was first released on April 10th 2013 as part of the Whacking Day or Season event update in the game. Please keep in mind that this is a limited edition item which means that it will be gone after the event. If the item is gone, you may find the item reappear in the game during the event if the event comes back in later years.
Enables players to whack up to 10 snakes in friends’ towns each day.

My game says the whacking license is a quest and doesn’t cost donuts….
This is false, the license is a quest item, came here to find out about the quest.
This is the ELITE license not the EXPERT license which is the quest. Wow. I can’t believe just because there is an E in front of ELITE and EXPERT. They can’t tell the difference. LMAO>to the max.
Umm … i dont know how to tell you this, but you are just wrong. There is no expert licence, only the elite licence obtained through the quest 008:licence to wack.
