Lugash is a premium character in The Simpsons: Tapped Out that you can obtain when you decide you have enough donuts to purchase this character. This new character was added into the game on April 11 2013 as part of the Whacking Day update and can be only obtained using donuts.
When you get this character, you will then notice that he is part of the Business Owners section of the game along with another owners.

How to get Lugash
As noted, you must purchase the Lugash’s Gym using donuts. There is no other way to getting Lugash without using donuts. That means you’ll need to use the amount of donuts listed and buy the character before his/her time limit is up to get the character.
Keep in mind this is a limited edition character which means you’ll need to buy his gym before it expires at the end of the Whacking Event..
