Miss Springfield is a premium character in The Simpsons: Tapped Out that you can obtain when you decide you have enough donuts and have unlocked the requirement for obtaining the Sleep-Eazy Motel building in the game. This new character was added into the game on during the Whacking Day event and can be only obtained when purchasing Sleep-Eazy Motel.
When you get this character, you will then notice that he is part of the C-List Celebrities section of the game along with another famous people.

How to get Miss Springfield
As noted, you must purchase the Sleep-Eazy Motel using donuts. There is no other way to getting Miss Springfield without paying the amount the developers have specified for the Sleep-Eazy Motel building That means you’ll need to use the amount of Donuts listed and buy the character’s building to get him into your Tapped Out game.
Keep in mind this is not a limited edition character which means you’ll need to buy Sleep-Eazy Motel any time you want to get this character into your game..
