Otto in The Simpsons: Tapped Out is a character released on Oct. 3 2012, as part of their Halloween update and the introduction of this new school character for players. This character is a school worker and requires a specific building to unlock into your game. It is also a premium character in The Simpsons: Tapped Out and can only be purchased if you have enough Donuts for the purchase.

This character is known as a premium character and you can unlock her by buying the School Bus for your Tapped Out city in your game. When you purchase this building, this character will join your Tapped Out city and unlock quests that relates to him.
