That means it’s only available during this certain time and no other, if you don’t see the building in your market then that means the event if over and you’ll need to wait until next time.

Being a limited edition building and all, there’s always a catch to these type of buildings. It actually uses a special event currency where you must gain these new currencies to purchase this building for your game.
